Personally, I do not like the idea of SP hit, this would undermine the whole skill training concept of eve. If a clone is not kept up to date, then a pod kill already results in loss of sp. It would also be more difficult for a pirate to get to me...

It is my assumption that Game masters have access to chat logs. Once these logs are verified then the Game master would initiate punishment. The onus would be placed on the person reporting to give then channel and a time stamp for the Game master...
